Effect: The user opens his hand positively charging the entire area within a 10 meter radius of him. Further more, he surrounds himself with electrons and protons. By forcing himself to be the electron, Hikaru can repulse himself up to 30 meters away from his initial point which is heavily filled with electrons. However he can choose to force himself to be positively charged making it so that he can move ten meters towards where the highest concentration of electrons are.

Effect: The user release brightness in every direction to the point that anything that looks at him will be blinded. The target is nearly blind, only able to see blurs and mass of colors. The user is unaffected by this spell. It deals no damage. The flash is sustainable capable of continuously blinding the opponent for as long as the user likes.
