In order for this to occur you must go into the shop that you stole from weather you were known or unknown and claim the shop in the name of Eisenwald. However as you claim the shop a traveling light guild mage npc will overhear and attempt to defend the shop. Defeat this B ranked Water elemental mage and claim the shop in the name of Eisenwald.
