Everyone is chasing after that ingredient and she wants you to defend it, because she has no magical capability. When you get to the shop located in Violet Street, there will be two mages standing outside. Once inside, search for the formula and retreive it. On your way out there will be another mage waiting outside for you. Try to escape and bring the formula back to Annie.
