Governance: Qarth is nominally ruled by the Pureborn, who are seated in the Hall of a Thousand Thrones. The Pureborn, also known as the Enthroned, are descendants of the Qarth's ancient kings and queens. They deal with all matters of civic importance, commanding the 'Civic Guard' and the fleet of ornate war galleys which rule the straits between the seas. However, the powerful guilds of the Thirteen attempt and jostle to play a role in the governance and political machinations of the city.

Culture: Qarth has a very rich culture. This is displayed in the architecture and art that can be found everywhere throughout the city. Most cities in the southern continent have their fair share of peasants but even the poor in Qarth can't be truly called poor when put into comparison with any other person who would be called poor outside Qarth. The Qartheen can often come off as arrogant to outsiders.

Economy: Having managed to successfully remain the crucial commerce point for centuries, Qarth is absolutely brimming with wealth; the city's architecture makes a grand display. Its buildings painted in shades of rose, violet, and umber. Its streets are lined with bronze statues, its fountains carved to form the shapes of fantastic creatures, and its thoroughfares lined with arches of bronze decorated in precious stones.

Description: Qarth is one of the largest cities in the world, being even larger than Crocus the capital city of Fiore. Qarth is surrounded by three thick walls of thirty, forty, and fifty feet in meters, respectively engraved with portraits of animals, war, and lovemaking.

At thirty meters tall, Qarth's Outer Wall is the city's first, and thickest, line of defense. The wall encircles all of Qarth. City mandates that soldiers and sentries be placed on the wall at all times, with many of them living in built-in homes inside the wall. The outer wall is made of red sandstone and is decorated with animals; snakes slithering, kites flying, fish swimming, intermingled with wolves of the red waste and monstrous elephants .

The middle wall is made of grey granite and is fort meters high. It is alive with scenes of war: the clash of sword and shield and spear, arrows in flight, heroes at battle and babes being butchered, pyres of the dead. The innermost wall is made with black marble and is fifty meters high. It is carved with scenes of lovemaking. Within the innermost wall the Enthroned live.

The cities outer gates are banded with copper, the middle with iron and the innermost gates studded with golden eyes. Upon approach the eyes open and its vision is being revealed the Enthroned.

Buildings in Qarth crowd about as a fever dream in shades of rose, violet, and umber. Decoration includes a bronze arch fashioned in the likeness of two snakes mating, their scales are delicate flakes of jade, obsidian and lapis lazuli. Slim towers stand tall, and elaborate fountains fill every square, wrought in the shapes of griffins and dragons and manticores.

There is a great arcade where the heroes of the city stand three times as large as they did in life atop columns of green and white marble. There is a cavernous building whose latticework ceiling is home to a thousand gaily coloured birds. Trees and flowers bloom on the terrace walls above the bazaar’s stalls, while below it seems as if everything the gods have put into the world is for sale.

Surroundings: Qarth is located to north of the southern continent. The city is surrounded by a very diverse landscape. East of Qarth the Rocky Waste covers the lands, south of Qarth the land is filled with a lush jungle, west of Qarth the lands are somewhat fertile enough to grow trees while north of Qarth all that can be seen is a desert.
